“Not verified” is an evidence gap, not a finding that no law or penalty exists. Federal product rules still apply where relevant.

01

Installation ≠ sale

Appliance efficiency laws often govern manufacturing, sales, leases, or commercial installation. A consumer product cap does not by itself establish the maximum legal flow for every home installation.

02

Local rules matter

Building and plumbing codes, city ordinances, permits, and project-specific standards can be stricter. This is a 50-state and DC reference, not an exhaustive inventory of every US municipality.

03

Check the fixture & project

Replacement, new construction, additions, and existing fixtures can be treated differently. Multiple showerheads, body sprays, and handheld units may have combined-flow rules. Read the cited scope.

04

Penalties have a target

A fine on manufacturers or sellers is not automatically a fine on a homeowner. The directory distinguishes statutory exposure from an unverified local installation penalty.
